Plot Outline:
Set in the year 2008, Deterrence is a political thriller which takes place over the course of an election evening.
When Walter Emerson (Kevin Polack), the embattled incumbent President of the United States, finds himself trapped in Colorado by a freak snowstorm during his campaign trail, he and his entourage must seek refuge in a small diner. The group hs no choice but to take it over as a temporary headquarters from the diner’s owner (Badja Djola) and his French-Canadian waitress (Clotilde Courau). Also in the diner is a local ignorant redneck (Sean Astin) and a bickering married couple (Michael Mantell & Kathryn Morris) from New York.
As the President, his Chief of Staff Marshall Thompson (Timothy Hutton) and National Security advisor Gayle Redford (Sheryl Lee Ralph) view the election returns at the diner and hear the news of his victory in a crucial primary, the broadcast is interrupted by reports of an international incident — Iraq, now led by President Uday Hussein, has re-invaded Kuwait and slaughtered hundreds of American soldiers.
With almost the entire American military positioned in Asia for an anticipated war with North Korea, the President’s advisors all tell him there is very little they can do to stop him. So, setting up make-shift temporary communications, the President decides on a stunning course of action.
During a live worldwide broadcast, Emerson threatens the unthinkable — he will launch a nuclear attack on Iraq immediately if the country does not withdraw. His bluff is called when Uday Hussein responds with the unbelievable claim that he has 23 nuclear missiles trained on the US that are ready to launch.
Add to this the complicating fact that President Emmerson is Jewish. His staff try to explain to him that an American nuclear attack on Iraq is one thing — a war, but if he, a Jew, launches a pre-emptive nuclear first-strike on a Muslim nation, it’s Jihad.
Tensions mount inside the diner with the involved civilians all trying to tell the President their opinions while his advisors try to maintain control & keep them out of it, yet both the civilians and the President’s staff are actually equaly divided on the the situation — should he make good on his ultimatum & risk all-out nuclear war, or should he back down, permanently ruining the United State’s credibility but saving millions of lives?
